Develop & Evaluate
By RISE Business Framework · Created by Gary Harper and Brandon McCurdy · Reviewed
Developing and evaluating employees means regularly measuring performance and acting on what you find. RISE uses the 9-Box with a prescribed action for each box. Stars are promoted, Core Players are coached and Work Horses are maintained. The Up or Out Dilemma and Up & Out Grinder get a performance improvement plan (PIP).
How RISE does it
- The operative version of the 9-Box, with an action under every box.
- High potential, low performance (Idle Genius): set expectations.
- Two boxes call for a PIP: Up or Out Dilemma and Up & Out Grinder.
- Bad Hire, the lowest box on both axes: move on.
Develop & Evaluate is one of four tools in Talent Development, part of the Resources quadrant of the RISE Business Framework.
The RISE tool
The 9-Box System: prescribed actions
| Potential / Performance | One | Two | Three |
|---|---|---|---|
| Three | Idle Genius: set expectations | High Potential: invest in them | Star: promote them |
| Two | Up or Out Dilemma: conduct a PIP | Core Players: coach them | High Performer: inspire them |
| One | Bad Hire: move on | Up & Out Grinder: conduct a PIP | Work Horse: maintain |

Frequently asked questions
What should I do with an underperforming employee?
Find their box on the 9-Box first. RISE prescribes setting expectations for an Idle Genius and moving on from a Bad Hire. The Up or Out Dilemma and Up & Out Grinder get a PIP.
How do you use the 9-Box for performance reviews?
Rate each person 1-3 on potential and performance, find their box, and apply its action. Re-rate at each review to track movement.
The other tools in Talent Development
- Recruit & AttractScore how your opportunity compares on ten factors, then write action items to attract better candidates.
- Hire & OnboardUse the 9-Box to name where a candidate or team member sits on potential and performance.
- Encourage & RecognizeSplit a $100 development budget across the 9-Box so investment follows potential and performance.
